Project Details
This project involves the construction of a new 2.82-mile roadway that connects two existing segments of Citrus Park Drive. Due to the lack of mitigation banks in the area, a wetland mitigation area was designed, permitted, constructed and monitored.
Tasks include:
• Mitigation design and permitting
• Wetland impact analysis
• SWFWMD ERP, Corps 404 and EPC Wetland Impact Authorization
• Listed species surveys and permitting, including gopher tortoise and wood stork
• Prepared an Alternatives Analysis for the Corps of Engineers in accordance with Section 404 (b)(1) of the Clean Water Act and the National Environmental Policy Act (NEPA)

Challenges and Solutions
One of the primary challenges the County faced was the lack of mitigation banks within the watershed. Earth Resources coordinated with the Hillsborough County Environmental Lands Department to identify available public land suitable to construct wetland mitigation. Several County-owned sites were evaluated as potential mitigation areas.
Two sites were selected, and a total of 79 acres of wetland creation, enhancement and restoration were designed, permitted, and constructed. Earth Resources provided construction oversight and monitoring for wetland restoration and creation areas.
