This on-going project involves the widening of 5.6 miles of urban roadway from four to six lanes.The project is divided into three segments with three design consultants. As the lead environmental consultant for Hillsborough County, Earth Resources, Inc. is the primary point of contact for the regulatory agencies and coordinating the environmental permitting with the other consultants. Also responsible for researching off-site mitigation options, designing the offsite mitigation, agency coordination, and preparation of the ERP application. Other tasks include delineating the state and federal wetland limits, determining the seasonal high and normal pool water elevations using biological indicators, conducting UMAM, preparing for and attending public information meetings.
Issues and Solutions
Due to the lack of vacant land within the project corridor, Hillsborough County had to acquire off-site properties to mitigate for wetland impacts associated with the construction of the roadway. Working with the County’s ELAPP staff, Earth Resources was able to identify and permit two off-site mitigation sites; the Greer Tract and Cork Prairie Ranch.
